Excel Parking fine

Today I've come home to a fine from Excel Parking from a 31 minute shopping trip I made with my elderly and disabled mum at a retail park in Stockport - she has a blue badge and it was displayed in my car. We were parked in a disabled bay and had no idea we had done anything wrong. Will I win an appeal or should I just ignore it?

    you have no chance of winning any appeal , but you should still send the IPC template from the newbies sticky thread

    that car park is private land , a private car park owned by PEEL HOLDINGS and is a pay and display car park , so in effect the BB isnt valid and the parking rules should have been observed (buy a ticket)

    suggest you and the BB owner READ the blue booklet that came with the badge , they would have been better to park on the road on double yellows rather than this honeytrap for the unwary

    dont bother with the IAS , its a waste of time

    bear in mind this could go to court (MCOL) as many are doing at the moment , especially in Stockport court (Excel have 6 years to issue a court case , an MCOL)

    its an infamous honeytrap of a car park, been in the papers and on tv many , many times , AVOID

    You will lose any appeal.


    You can ignore it till you get any court docs (come back then for advice on a defence)

    the purpose of sending the IPC template is to show any future court you tried to deal with it - ie:- create a paper trail

    I would not ignore it , but after the appeal I would ignore anything except an LBC (from say BW LEGAL) or an MCOL from Northampton

    read post #2 of the newbies sticky thread, that has some of the common acronyms

    and try google as well

    then ask about any you dont understand that are not listed and you cannot find via google

    and download and read the blue badge booklet from the GOV website , read abiut what it says about parking on private land

    in general , only use it on public roads , parking bays on roads , single or double yellow lines on public roads etc

    even on council car parks , read and obey the signs

    and on retail parks , hospitals like Stepping Hill , supermarkets , airports , doctors surgeries , cinemas etc you need to realise its not normally free (unless it says so) and the signage should still be followed, like registering the VRM inside etc

    othewrwise you will pick up a lot of these when helping out this disabled person who actually qualifies under the EA2010

    how do I know ? because I too qualify under the EA2010, plus I am a BB holder , plus I have learned a lot in the last 4 years since POFA2012 became law

    you and this person have my sympathy , but you fell for the oldest trick in the book when parking at that PEEL CENTRE , it comes up daily and weekly on here and has done so for the last 5 or 6 years , since before MARTIN CUTTS (google it) won his court case back in 2010 or 2011

    you didnt even mention it was the PEEL CENTRE , but I bet it was !!

    its not a fine , its an invoice

    but yes , if you pay it the matter should be "settled"

    its also why they have traps like this for people like yourself who are naive but cannon fodder to them , which is a shame as you were only trying to help a disabled person

    they have a damn cheek in charging to park there , which is why I never go there
  • I feel sick with worry. It was a genuine error. Neither of us saw any signs, we parked in a disabled bay and displayed a blue badge (I realise NOW that that makes no difference and that the BB rules don't apply in private car parks). If I write saying all this, and the fact that yes, we were 31 minutes when we should have in fact taken less than 10 minutes but the tills in Toys r Us stopped working - there were literally dozens and dozens of people stood waiting in the queues inside the store while they got the tills back up and running (luckily, we were at the front of the queue!) If I say all of this will it make a jot of difference or should I just pay the fine? If I pay the fine will that be the end of it?
