    I once had a similar noise "issue" with a neighbours child - always making very loud noises at all times of the day. It used to be frustrating until we found out that he had severe autism and learning difficulties. His mum used to worry sick that we could hear everything.

    The noise remained but was never an issue again for the next 5 years we lived there - in fact we grew quite fond of it, especially after we had our own children.

    Speak to your neighbours - there may be more to it than you think. Even if there isn't, children go through phases of making noise and it will likely pass soon.
