Hi fruitcake, the signs and terms and conditions on signs in car park advise that the PPC is a member of BPA and POPLA appeals apply .
However the NTK advise the PPC is a member of IPC and the IAS appeals apply.
Does this mean the signs are incorrect and give misleading information?0 -

Useful to have those photos (are they date/timestamped - if not get them taken with that info on them).
The signage is the only medium a contract is offered to you. If it's not correct then that will be a powerful argument.
Napier do occasionally chance their arm at court; more recently they have done so via Gladstones Solicitors (which isn't necessarily bad news as Gs are fouling up so many court cases, and they've taken no one to court from this forum where help has been provided with a defence).

But you're some way from this. You need to submit the initial appeal from the NEWBIES sticky, list #1, IPC version. Wait for the inevitable rejection.
Regulars might wish to muse on whether it might be worth an appeal to the IAS based on (contractual) signage showing Napier as being a BPA operator and (contractually) offering POPLA as the second stage appeal. After all, the IPC are on record in saying that all their AOS operators' signage is vetted and approved by them. Could be one of the few evidenced points that the IAS might find difficult to brush aside.
