    OK, so the attendant didn't put a PCN on the car at any point, and didn't hand it to the driver either. What an eejit.

    That needs reporting to the DVLA, your MP, and Mrs May. They are not allowed to send a NTK if ANPR isn't used without handing a PCN to the driver or leaving it on the windscreen.
    That makes the NTK non POFA 2012 compliant.

    You have some reading to do in order to understand the big hole the PPC have dug for themselves, even thought they will still try to persuade you that you have to pay.

    Hi papa golf. The driver pulled into the car park had to wait for a car to move as it was blocking the available spaces. The driver parked the car walked to the shop which was next to the car park. Queue for a while but didn't want to risk waiting any longer so returned to the vehicle all within 4 minutes. By which time the attendant had taken a photo using a camera which automatically sends the info to a computer which issues the charge (allegedly)
  • the photo taken by the attendant shows the vehicle without a valid ticket and no pcn placed on the car.
  • How does the driver know if ANPR was used or not?

    you seem to be adding things , now there is a car blocking your entrance , so to ask again


    how long between passing the enterance sign and receiving a ticket , was the total time more or less than 10 minutes

    Signage should state that it is being used, and state what the images will be used for.

    This appears to be a grey area now, since you mentioned that the camera sends the image to a computer. This is not strictly ANPR, since the A means Automatic, which this wasn't.

    I suspect that the PPC will say it counts as ANPR, so tough, and the IPC will support them.

    The next question therefore is, how long after the alleged incident did the NTK arrive through the post?
