Councillors,
I am writing to ask that you look into the case of one of your consituents, Julia Davis and her family.
They have been declared "intentionally homeless" by a Dacorum Council officer, despite Julia being parent to 11yr old twins Adam & Felicity.
She has had a catalogue of personal misfortunes, including an acrimonious divorce, the Buncefield disaster, a road accident (which has left her in constant pain) and termination of her employment, which all resulted in severe depression and an inability to manage her day-to-day affairs. The end result was that her private-sector landlord evicted Julia on the grounds of rent arrears, which had built up due to Julia's very low Housing Benefit & SSP income & high rent. Because of her illness, Julia was unable to cope with anything more than feeding & clothing her children, and not paying her rent. The landlord had in fact sold the property, but has not yet admitted this to investigating officers. This sale subsequently feel through.
The homeless officer who dealt with Julia's application for help decided that Julia has no severe medical problems and is perfectly capable of satisfactorily managing her affairs, purely on the contact that she has had with Julia since the eviction notice was served in September.....a decision made with a supporting medical opinion from an external organisation - whose report did not arrive until AFTER the decision was made and which actually recommended that a psychiatric report was obtained.
The family were placed in emergency accomodation, a one-bedroom flat for 1 adult, an 11yr old girl & an 11yr old boy. Her furniture has been placed in storage at a cost of £200 per month as the Council could not offer secure storage. Julia has applied for a Crisis Loan to cover this cost but this has been refused.
Julia is now awaiting her review of this decision, which will take place on 17 December. We, her friends, are hoping that this will result in an overturning of the decision because of the circumstances & information supplied both by Julia and outside agencies that we believe has not been fully taken into consideration.
I am sure you will be aware of the story in today's paper:
