Presumably? Its a very commonly used "keep left" sign instructing road users to keep left. How is this keep left instruction, wherever its located, different to the Highway Code instruction to keep left?

There's a vacant lane to the cyclist's right that they can use to overtake safely. If the cyclist was further to the left, they'd still need to be partially in that lane to the right to overtake safely anyway.

Well, yes, that's the whole point. He is "owning" the left lane forcing traffic to use the right hand lane to overtake.

If he was keeping left, as per prowla's interpretation, some drivers might be tempted to try to squeeze past in the left lane with traffic to the right of them.
