Proof of pregnancy wanted by the council

Hello,
I went to my GP today to request evidence of pregnancy, and he said that all he could do was write a letter (£25), but it wouldn't be ready for a few days. I am only 4 weeks so I don't have any other forms, such as a book or scanning letters/copies from midwife. I haven't seen her yet. Fair enough, I thought I'll wait since I have no other options. When I went back to the council today, they say that that was unfair. I'm wondering also why my GP couldn't just write a sentence confirming the pregnancy, and then add my estimated due date?
I just feel annoyed because I finally had the ball rolling but now they won't take the application any further until I give proof of pregnancy.
One of the questions that has really been on my mind is why the council want proof of pregnancy. I ask this because yes, people lie, but the council ^won't^ provide you with a two bed unless you have a live birth, so why do they want proof if the circumstances were no different if you weren't pregnanct? I'm just interested, that's all

They need proof of pregnancy because this gives you a priority need as regards providing you with (temporary) accommodation when you become homeless.

As regards giving you 2 bed accommodation our council gives you the 2 bed assessment rate when you are in your third semester, but I believe this may vary from council to council.
I suspect the unfair comment was made with regard to your doctor charging you £25!0 -
Ah yes, I understand the priority need bit but I thought I already came into that band a lot anyway, considering multiple health issues and age.
Yes, the £25 charge is ridiculous. I can't believe it but it'll have to be paid. It's a pain in the bottom, I was expecting him to do it fairly sharpies given the amount I'm forking out0 -

It's not low priority at all. I've seen examples of the letters needed and they aren't complicated, very simple wording just staying 1. Pregnancy and 2. Estimated due date with a signature0 -

My opinion - you're after a free/subsidised home I assume? £25 for a letter is the least you could contribute.0

It's wasted time for a doctor who should be seeing patients. That's why they do it in their own time and charge for it.0 -
