Could this be something to do with avoiding a party wall agreement? If you're building right up to your neighbours boundary then your foundations may be under your neighbours property. It's difficult to comment without a plan or photo.No longer trainee

thanks for all the advice, foundations have been laid and he wont move them now , so cant do much about it

You are employing him - he doesn't set the rules!0 -
Probably best to have a chat with architect, builder and you, before anything else is done, or any more money spent on material, labour or hassles.
There may be a simple explanation, but if he's saying about wrong measurements at this stage, then so many other things may be cropping up later.

As regular posters on here will know, we had an issue where our builder built 10cm over the boundary onto next door's land.
Please, please make sure that you can see from the line of render/roof line, wherever that you are not going over the boundary.
If you can, go onto your neighbour's property and have a look and make sure.
From our side, we couldn't see any problem, but it was obvious from next door.

Why did you employ an architect if you're going to let the builder build what they fancy?
If you're not willing to ensure the extension you want is built, I'm afraid you have little room to complain. My biggest concern is what is being built isn't what planning permission granted.
You have employed a cowboy, so the options are allow said cowboy to build an extension you don't want and haven't received planning permission for, bring in architect to speak to said cowboy to hope said cowboy starts building correctly, or sack the builder and get one that isn't a moron.0
