If you want to prevent your sister from applying for further credit in your mum’s name, your mum may want to apply for a protective registration. What this means is that if your sister made an application for anything with your mum's details, it wouldn’t be instantly accepted, it would be referred until the lender could make contact with your mum and checked that she was the one who made the application. It would at least stop further running up of new accounts:

Also, when your mum’s credit history becomes trashed (assuming it isn’t already) and your sister already has a poor credit history – what will happen next? Her shopping habit won’t disappear overnight. You might want to look at applying for a protective registration for yourself in case she tries to use your details next. People who are desperate are capable of doing very low things.
