This was why I posted, I couldn't find a similar enough 'roadmap' example, and this case not being successful does worry me.
Can I clarify - Should I be waiting 24 days to then appeal online, or until the NTK arrives?0 -
24 days and appeal, then hope they get so preoccupied that no NTK arrives, or it arrives after day 56 , so that they fail the POFA2012 law
that is why you wait until day 24

that case was one of remaining on site so popla said they should have read the signs , complied and left (ie:- left within the grace period)
your ticket shows an observed time of less than one minute, nowhere near the grace time allowed, even a council ticket allows for 10 minutes and that changed last year I believe
one minute doesnt comply with any statute or rule or CoP0 -

No. The keeper is not liable and you would be appealing as keeper.

Tower Hamlets Homes is an ALMO (Google it) which makes this land owned/managed by the London Borough of Tower Hamlets and so, this land is not 'relevant land' under the POFA 2012. I would certainly consider that to be the case and have argued it before re an ALMO.
No keeper liability. So, of course the KEEPER appeals, not an admitted driver, nothing about 'I parked', nor 'I did this'.
Even more important that you follow the NEWBIES thread and appeal using the template as registered keeper ONLY (twice, if two stage appeal before POPLA is required). Wait till the third week such that they'll definitely receive the appeal between day 22 and day 27, i.e. just before the 28 days is up but not earlier and not too late.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
