NSL Tower Hamlets Homes PCN

Hi all, I've read quite a few MSE threads relating to motoring issues, and really appreciate all the advice so many of you give. Having said that, I wondered if anyone could assist me in relation to my specific circumstances, to make sure that I am doing the right thing here.

So, Today (25/04/16), i received a Parking Charge Notice from 'NSL Services Group On Behalf Of 'Tower Hamlets Homes.' I parked outside some private housing while visiting a friend for the day. I did not have any guest permits or other notices showing, and I agree I perhaps should have. The areas on the streets are all permits only - its in London so thats a given.

However, is this charge legitimate? And how should I respond?
NSL Limited' (slightly different name) is registered on the BPA - but there is a 'No' under Debt Recovery. What does this mean they are able to do?
Furthermore, It states on the back that "the vehicle keeper details may be requested from the DVLA. By parking in this area you have agreed to these conditions, which are legally binding."

Would it be best to ignore? Or protest?

I appreciate any help that can be given with this.

    The areas on the streets are all permits only - its in London so thats a given.


    maybe for roads looked after by councils but not the case on land that is classified as private


    those estates in London are a PITA , the land was public when they were council houses , but now they have been sold for the preverbal "penny" to housing assocs , and they try to say they are private


    do a lot more reading before doing an appeal

    I'm aware that it's private as it is off the street - and yes very annoying. Any advice on where to find relevant info? I'm struggling as every case varies

    what happened on the day is rarely relevant

    the NEWBIES FAQ sticky thread near the top of this forum covers ALL appeals on private land, so as its a BPA member you follow the BPA advice in there, its that simple

    so read post #5 in this thread , last 2 paragraphs, explains it in a nutshell

    Would you happen to know what a 'No' under 'Debt Recovery' on the BPA website means? As that is what NSL are listed as.

    it means they would contract DEBT RECOVERY to a third party that is usually registered on the same site , like ZZPS or DRP , or a solicitors like WRIGHT HASSELL or GLADSTONES

    they are listed under TICKET and ANPR , so probably use ANPR cameras to generate tickets ( a PCN ), an INVOICE

    no you are guessing its private , why not check with the local council ?


    signage ? it says Heinz baked beans on the side of buses , but they don,t sell them


    check the road out , double check the signage is clear legible and meets the correct standard's

    Well, I parked in what was a permitted area on that private piece of land. Therefore I have received a ticket. That much cannot be contested. I think the signing is adequate, but will check when I'm next there.

    The question was as to the legitimacy of the Parking Charge Notice, as I have read that many are in fact not legitimate.
