When you say getting a certificate from an electrician what do you mean Toomanypies? I can have a ring round today. Just so long as it won't compromise my evidence of BES fault?
I'm not suggesting that you get a certificate. What I'm recommending is that you get someone who can explain how it is wired and whether there is any rate switching connected to the meter. If, as I suspect, you are never being switched to the low rate then you would have some third party evidence to present to BES. I also suggest that the low rate meter reading has never changed since the meter was installed at your premises.

Well that does look like a dogs breakfast, doesn't it?

Why any professional would leave wire tails hanging loose, let alone not removed the timer box entirely, beats me.

Anyway, the white/cream meter box can be used with E7. Presumably it is working that way as you quote the 2 registry figures.
The display actually should rotate - Total, registry 1, registry 2 (I think which registry shows first depends on which one is active - otherwise there is a marker indicating which one is active)
Switching is (should be) remotely activated.

Anyway, one final thing to check assuming you have no reason to believe this has been tampered (illegally) with.
If you look at your bill, you should see the MPAN for this supply (sometimes referred to as a Supply number) - it'll look something like this

    MPAN.jpg

In the box you see '111' above, can you tell us what your actual number is from your MPAN please?

    Edit:

    ?

Just posted picture above. That number is reading 807

The 04 on your MPAN is a Profile Class of "Non Domestic Economy 7" but your meter cannot register day rate and night rate units the way that it is wired.

    Thanks.

Well the good news is that you do indeed have an E7 meter. (but you probably knew that already by the fact you have normal and low rate registries)

The bad news is that it requires a mechanical time - and as per the photo you posted, your timer is not connected to the meter.

This would suggest to me, especially in the way the timer has been left, that the disconnection of the timer was not by an approved source.

Anyway, all I can suggest to you is that you call the supplier and try to explain matters, before the supplier notices (via a meter reader) and starts making investigations of their own.

    Good luck!

I have started a serious enquiry with BES, will see how it goes! Definitely the wiser now, even if only a little. Thanks for all the pointers everyone.

Latest update. Have sent some very sharp emails and letter after so far no reply. Finally got to talk to someone helpful.
    Agent looked through my account which after all was set up on June 2013. So that's coming on 3 years of incorrect billing. Agent profusely apologising that my original complaint was not taken seriously. Confirmed that there has been no less than 3 metre checks in the duration of the account and nobody has noticed the wiring! less more the fact that the metre reading has not changed! {Text removed by MSE Forum Team}
Now having to send pictures of the metre (still no offer to check the metre properly) to take it further.
Best offer she has given me so far is to fit a new smart metre! No voluntary mention of what refunds will be due. I'm not even sure how they will work it out? A percentage of there estimated night rate applied?
Feel so exhausted by the situation that has compromised by business too many times plus stress incurred, I wonder if I've got grounds to terminate my contract early and initiate a small claims case?
My experience so far does not give me confidence in there methods or trust in there resolve.
Anyone taken a small claims case against energy firm here? Or successfully terminated contract?
    Saga continues.....

Also explained the uselessness of being on an e7 when it's a daytime usage type business. She said a single rate metre could be installed but my tariff price would be even higher than the dayrate of the e7 (14p per kWh plus 25p standing charge)! I thought the single rate tariffs are supposed to be cheaper as its spread out for the whole duration?

IANAL, but I would say no to the first question.

As to the second, you can make a small claim against onyone whenever you like, but judges don't take kindly to either vexatious or frivilous claims (I'm not sying you would, but I don't know what you plan to claim for) nor for using courts other than as the last resort.

    No, not at all.

I suggest you do some research as to how/why E7 was invented by the industry ;)
