I just remembered however that ive been with them 1.5 years now not 2.5, I forgot I was on the original supplier for a while before changing.

Opening reading in October 2014 on beginning contract:
    Night 96 (A)
    Day 80,891 (A)

Reading as of last sunday 20th March 2016
    Night 96
    Day 05556
Its about 520 days since starting the contract.

I didn't think a provider would supply economy 7/10 tarrifs unless you had some sort of heating and maybe hot water system that could use off peak (7 hrs overnight and 3 in the afternoon or just overnight) electricity to provide heating and hot water for during on peak hours? Did it ever have night storage heaters? Just as a side, it's virtually impossible to get Eco 10 now. We tried a few months ago.

My LL said there was storage heaters at one stage many years ago to supplement the gas fires but they were removed. The sockets that they were plugged into are still there but they are standard switches that we now plug lamps into.
The hot water was gas fired Untill afew months ago when we changed it to electric.

I must admit I'm suspicious that the wires look badly tidied as if tampering was done but that wouldn't explain why there has been 0 increase in nightrate unless it was already like this when we started this contract, which makes me wonder if they even checked the metre on beginning the contract. I've recently changed gas supplier and they took actual readings and metre check before beginning any billing.
    Very odd.

You should not be on an E7 tariff with that setup and if your invoice states that you are then you need to get it changed from when you changed your supplier to BES.

Change to electricity from gas to heat your hot water was most likely no a good move.

What tariff does your monthly invoice state that you are on and what are your kWh unit rates?

I don't think there has been any tampering. It looks to me as though the meter has been replaced and the night storage heater circuit wired to the permantly on supply. The contactor and meter rate switching (the big timeswitch) has been disconnected but not removed. There is now nothing to tell the meter when to switch rates so it never will! You shouldn't (in my view) have a multi-reate meter with that arrangement.

Why not get an electrician to come and work out what has been done and to give you a written report. It will be worth it in the long run.

    My rates are
    8.310p night
    14.140 day

When you say getting a certificate from an electrician what do you mean Toomanypies? I can have a ring round today. Just so long as it won't compromise my evidence of BES fault?

You don't need an electrician, this is a money saving site and an electrician would be an unnecessary expense.

It is obvious that you are being billed incorrectly by BES because your meter is incapable of recording day and night rates.

If a previous supplier did not update the database when the storage heaters were removed and the meter was made to record single rate only, then successive suppliers will simply bill as if you were still on E7.

You need to resolve this with BES.

Well that does look like a dogs breakfast, doesn't it?

Why any professional would leave wire tails hanging loose, let alone not removed the timer box entirely, beats me.

Anyway, the white/cream meter box can be used with E7. Presumably it is working that way as you quote the 2 registry figures.
The display actually should rotate - Total, registry 1, registry 2 (I think which registry shows first depends on which one is active - otherwise there is a marker indicating which one is active)
Switching is (should be) remotely activated.

Anyway, one final thing to check assuming you have no reason to believe this has been tampered (illegally) with.
If you look at your bill, you should see the MPAN for this supply (sometimes referred to as a Supply number) - it'll look something like this

    MPAN.jpg

In the box you see '111' above, can you tell us what your actual number is from your MPAN please?

    Edit:

When was the mechanical timer disconnected and left in the current state?
Over 2.5 years ago, or within the last 2.5 years?

If prior to the last 2.5 years, what type of tariff were you on for the period 2.5 years ago - 1.5 years ago? If E7, were you charged for any usage at low rate during that time?

I recently had a meter change for a small business and the brand new meter is a 2 register set up and both registers advance and are summed on the bill.

Unit rate by the way is 11.41p (15.00p standing charge)
Never pay on an estimated bill. Always read and understand your bill
