Whatever mandate there might be it's indeed concerning the request, to pretend it is otherwise is to disrespect the rights of the other party to the Union.
But I still question whether the vote in the Scottish Parliament is legitimate on the grounds of a mandate.
The SNP had weazle words in their manifesto as a footnote and there were assurances by Sturgeon at the time about a Referendum only being held if the Scots wanted one,
but
Leaving that aside the Referendum vote which gained the Scottish Par!iament approval did so only with the support of the Green Party who went against their manifesto and pledges at the time. They had no mandate, quite the reverse, and thus there is no Electoral mandate for the Parliamentary "Decision" whatever gloss the SNP put on their own claims.It all seems so stupid it makes me want to give up.

Scotland wont be leaving, the UK is likely to get a free trade deal just as Brexiteers said day one;
Mr Barnier said the EU wants the negotiations with the UK to succeed.
"We will need to negotiate a 'bold and ambitious', but fair, free-trade agreement," he said.

He said any collapse would “probably happen sooner rather than later”, with the EU’s demand for a ‘divorce bill’ of between £50 and £85bn from the UK the most likely cause.
Giving evidence to Holyrood’s European and External Affairs Committee, Mr Russell said: “I think the chances of the UK not sticking with the negotiations are high. "I don't think they are necessarily 50 or 60 per cent but they're high… We would have to be prepared in those circumstances. We have a range of scenarios that we look regularly.
"You start probably with that issue and you work your way through hard Brexit with detriment to devolution, hard Brexit without detriment to devolution, moderate Brexit in which devolved powers are increased, through to independence, of course, which we believe is the offering that should be made.
"So we look at all of those and we have thought through some of the issues. But if there's going to be a collapse in negotiations it will probably happen sooner rather than later."It all seems so stupid it makes me want to give up.

As far as I know it is correct to say that the Greens did not have a mandate and this unpicks the claim that the Scottish Parliament decision was mandated by the Scottish voters.
