It's a legitimate mandate for the SNP to table a motion in Parliament, or a private members bill, or whatever, requesting a Section 30 order.
But Parliament can still say 'No'. Parliament is sovereign. The SNP can put whatever is likes in its manifesto. It could state that every Scottish resident will receive a £10,000 tax refund on the 5th April 2018. or whatever it likes. There would be no obligation on the UK government to do so.
A mandate, as in a promise in a manifesto, is only really relevant if you win the election. The SNP can't win the election, because it's only standing in 59 seats out of 650.:)
Whatever mandate there might be it's indeed concerning the request, to pretend it is otherwise is to disrespect the rights of the other party to the Union.
But I still question whether the vote in the Scottish Parliament is legitimate on the grounds of a mandate.
The SNP had weazle words in their manifesto as a footnote and there were assurances by Sturgeon at the time about a Referendum only being held if the Scots wanted one,
but
Leaving that aside the Referendum vote which gained the Scottish Par!iament approval did so only with the support of the Green Party who went against their manifesto and pledges at the time. They had no mandate, quite the reverse, and thus there is no Electoral mandate for the Parliamentary "Decision" whatever gloss the SNP put on their own claims.Union, not Disunion

My initial response was that I did not know, then thinking about how pedantic you are, the answer to both is of course, yes, they could ask.
You can ask any question at all.
Not that I believe that we should need to go cap in hand to ask such questions.

( ISTL there are some people it's best to just not respond to for a while as they seem not to be able to separate the topic under discussion from the people who post about them. It's a strange phenomenon but not usual on discussion boards ).It all seems so stupid it makes me want to give up.
