Hi All,
Had A Pcn From Robin Hood Airport From Vehicle Control Services Sheffield, They Are An IPC Member
I Used The Template In The Newbie Thread And Sent It To Them Via Email, I Have Had A Response From Them And I Would Some Advice On The Next Course Of Action, I Would Rather Not Post The Response On An Open Forum As The Response Is Very Detailed. Anyones Help Would Be Most Welcome...

Only you can decide what to do next but your options are,
1 Ignore for the next six years unless you get real court papers.
2 Make an IAS appeal to their kangaroo court and then ignore for the next six years unless you get real court papers.I married my cousin. I had to...I don't have a sister. All my screwdrivers are cordless."You're Safety Is My Primary Concern Dear" - Laks0 -
So Its A Waste Of Time Appealing Or Writing Another Letter To Them, They Mention In Their Response I Stopped For And Unreasonable Amount Of Time I Reckon 2 mins Maximum Is This Un-reasonable ?0
-
Why not ask them to identify if the charge is for a service they have provided or for a breach of a road traffic offence?0

Their only interest is in making money from you; so expect anything they send you to be borderline fraudulent.
This is presumably a stopping on a roadway issue? In which case you're pretty safe - it won't be private land, so they can't pursue the keeper, and shouldn't be issuing invoices anyway. The risk of them being caught out is too high so it's unlikely they'll try court.
You can appeal to the IAS (opinion is divided; I think it's a good thing to get a broken rejection under your belt, others think it's best to ignore).
As said, you can ask VCS a bit about the basis of their invoice - if it's a byelaw penalty, a real penalty, or a service charge
In any case, don't pay them0 -
Yes It Is Stopping On A Roadway
In There Response Because I Have Not Identified The Driver They Are "Proceeding On the Reasonable Assumption That I Was The Driver Of The Vehicle On The Date In Question", They Also Mention Parking Eve v Beavis Which Am I Correcting In Thinking Refers To Private Land Rather Than Roadway ?0 -
"In There Response Because I Have Not Identified The Driver They Are "Proceeding On the Reasonable Assumption That I Was The Driver Of The Vehicle On The Date In Question"
being an IPC scamming outfit then they do what ever they like ...
"They Also Mention Parking Eve v Beavis Which Am I Correcting In Thinking Refers To Private Land Rather Than Roadway ?"
yes ..... and they fail to mention that this land is covered by bye laws
below is the info I normally give re airport scams ...
The scammers that infest some of the smaller airports are in cahoots with said airports as its is a (allegedly) mutual financial arrangement ....
Go back several years and you would have won this at a POPLA appeal ..... however in the world of PPC's they created another trade body (the IPC) that have a (again allegedly) kangaroo court  (the IAS) The IAS seem to treat appeals as a lottery 80%+ loose irrespective of the evidence.......
you therefore can, after reading the below, do the first appeal (a new template appeal for the IPC is imminent) ,and then ignore .... or do the appeals as a paper trail.
VCS did try out their first small claims court case over such ....and as predict that they pulled out before the trial ..... . They did not dare try placing this before a real judge! and have not yet tried again ..... I wounder why ?
Please do not let this put you off ..... read through some of the below for background information ....

Thank For That Ralph, As I Have Already Sent The Template I Dont Think I Will Bother Appealing I Will Wait And See What Arrives In The Post :
Or Should I Appeal ?0 -
that is your choice, not ours
read the NEWBIES sticky thread, where coupon-mad gives her take on appealing (which is dont appeal)
you have already received a response in post #5 on the merits of appealing
you can see parking pranksters thoughts on this in one of his recent ADR blogs in the last few months on his blogsite0 -
Or Should I Appeal ?
No. You would just end up feeling under the cosh when you lose. This would be you:
http://forums.moneysavingexpert.com/showthread.php?t=5409329
And by the way, their response isn't 'very detailed'. It's a standard computerised rejection letter everyone gets, just with your name & address at the top and the name of the location & date/time inserted. The rest is rubbish template stuff designed to intimidate you.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
