Apologises for the post if this is repetitive.
I have been browsing round this forum for a few hours now and have opened various links from posts and seem to be getting mixed or cant find an answer to help me.
Basically a long story short, i appealed my PCN from Vehicle Control Services with the IAS and it was dismissed.
I did not use any of the provided information as i have only just started looking into it more. I was kind of hoping they would dismiss the charge as the amount of time i was parked was less than 10 minutes.
However, they haven't and i am now being asked again to pay the £100 to Vehicle Control Services.
Can anyone offer any advice ? Do i now need to start ignoring the letters requesting money ?

You were never going to win an appeal at the IAS, they are a kangaroo court. Skippy always says "no".
Ignore everything now, except court papers or a LBCCC. If you get either of those, come back here.
No point posting here if/when you get debt collector letters - debt collectors cannot take you to court, only VCS can.
Where was the incident?
Did you mention who was driving?0 -
I was kind of hoping i would appeal to their better nature of only being parked for less than 10 mins in not a busy car park whilst my wife was in the shop on site.
The incident was at Markham Retail Park Chesterfield, i have not mentioned names in my appeal just we left the car.

Not if you don't pay, and you don't have to. The IAS decision is not binding on the motorist. Keep all your documents for six years just in case. As a matter of interest and ive just had a quick search on the forums, i assume the LBCCC letter will stand out like a sore thumb and not just be like the few ive had already from VCS asking for money ?
The recent one after the dismissed case by IAS is stating Notice of Intended Court Proceedings, then starts following the unsuccessful appeal, blar blar blar

If the keeper is not the driver there is no liability as VCS do not use keeper liability. In any case, it is worth one letter to VCS to get your paperwork in order just in case it goes to court.
Dear VCS,
I am disappointed that the IAS did not uphold my appeal. I do not accept their verdict and my research has shown they are viewed as a kangaroo court with zero credibility. The debt is therefore denied. The charge is not a genuine pre-estimate of loss and I refer you to ParkingEye v Beavis [2015] UKSC 67. This is binding case law and sets out the standards of signage expected to make a charge enforceable. As your signage is well below this standard, your charge is both a penalty and an unfair consumer contract. I therefore consider you have no real prospect of success of finding this charge to be lawful.
Debt collection activities with therefore be wasted costs on your part.
I am willing to consider alternative dispute resolution to attempt to settle this, and suggest the consumer ombudsman.
Otherwise, I suggest we settle the matter in court. I suggest you start by writing out a letter before claim setting out your case as per practice directions

And complain to Markham Retail Park Chesterfield. In the NEWBIES thread you will find a link near the top, to a thread called 'successful complaints about PPCs'.
Never too late to stride in with the offending letters (being careful not to get a PCN!) and speak to the Store Manager where you were shopping, especially of you can dig out receipts/bank statements. These are cancelled all the time as the successful complaints thread shows.
Better than being sued. Do not go in all sheepish and asking 'please'. Be polite, of course, but the approach should be 'look at this harassment, demanding money with menaces and threats of court. I've appealed, they rejected it out of hand yet my wife spent £xxx here and you need to hear our complaint - we will never be returning to shop here, due to this so-called charge, unless you cancel it. Now who here is going to contact the parking company and do just that, now please?'
If not the Store manager then the Head office. If not the retailer then the Managing Agent of the site. VCS are a mere agent - they don't own the car park. Someone contracts them, someone can cancel this PCN for a genuine customer.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
