Don't think too hard and deep about the situation. You have appealed, they have turned it down. So now it's stalemate. You can either give them the money they are demanding, or ignore and do nothing. Simple.
Within the next 6 years they can if they so wish, sue you for monies owed, that is their right and also the right of others. If that happened and you lost, then you would have to pay them. If they lost, then you wouldn't have to pay them. - again, simple.
Nothing to worry about here - time to move on0 -
Is it worth adding that to my next reponse to VCS also as this is what the cowboy wrote on his incident/occurrence report form.
I didn't see anyone advise you to respond to VCS, AT ALL. Unless they issue court papers of course but that's rare for them.

As above the door of reasonableness is now closed with VCS ( if they had one in the first place)
While you could go into ignore mode for Six years, if it was me i would want this over with, and paying up is not an option , that is where the landowner complaint comes in, and you must complain - the landowner can get this cancelled and you need to complain as much as possible not forgetting to highlight the absurdity of the IAS /IPC
The problem with the Six year wait is that anything can happen between now and then, circumstances may change you may move house/change address and then all of a sudden you find you have a CCJ as VCS may have taken you to court and obtained a default judgement as you did not attend ( letters sent to old address etc)
Getting this killed via the landowner is probably the easiest method, and if they dont play ball then you may need to poke them a bit and force things.
As it is you have a few basic options:
Ignore and run the risk of a nasty surprise
Complain and get it cancelled
Complain and force the issue - charge the landowner for wasting your time if their agents keep on sending threat o grams, or issue court papers immediatelyFrom the Plain Language Commission:

Well i thought this had gone away but it has now rose its ugly head again.
I have now had a letter from BW Legal advising they have been instructed by Vehicle Control Services Limited in relation to the balance due for the PCN. The letter says that i failed to make a payment or raise an appeal within 28 days from the date of the PCN, the payment is required in full within 16 days from the date of this letter.
If i fail to make payment or provide reasons for non payment within the specified timeframe, we will seek Our clients instructions to commence legal proceedings against you in the form of a county court claim form in the county court.
Do i carry on ignoring these letters or do i reply to this letter then wait ?

I did appeal and it got rejected, like you say i think it is a stock letter.
Do i need to respond to this first letter ?
Am i right in thinking it is only VCS that can apply to take me to court ?

Ive had a look through this forum and various others regarding BW Legal, sounds like they have been handed a database of customers from various "car park bandit companies" and have just sent out various letters.
There are a few letters people have replied to them with, if I type something up using bits from them is someone ok to check and ok it for me ?
