I just ticked the No box when asked for my National Insurance Number. I've never been issued with one and I have an ISA.
Clearly you can't supply what you don't have- the point is that the form asks for it.
It is surprising that you do not have one - perhaps you should check and find out why not.

I was told that the accounts were in my name, matching my national insurance number which they quoted back to me and that these amounts were in them. ??

If the OP didn't have a NINO, there would be no DWP interest as you cannot claaim benefits without one, so the OP must have been issued with one.
If compliance are dealing with this and not fraud then it's highly like a PPI claim or a GMS mismatch, as fraud would have had a look first.0 -

BS/Banks generally require NI number for allocation of interest tax but they aren't an essential part of opening an account.0 -

But not impossible - you might be surprised to find how many people with the same christian name, middle initial and surname are registered in any one birth registration period.0 -
