We had a tracked delivery left woth us last week, which was addressed elsewhere. I went to deliver it the following day but they were out and there was no where to leave it. I managed to deliver it two days later. They live about a mile away. They were very grumpy that I had not got it to them sooner and regailed me with tales of their efforts to find it, pursuing the post office and the supplier. I was a tad miffed at their attitude to me and felt very sorry for the postman/supplier. I half wished I had just put it back in the post.

These are subjective, family home -and- good road.
Instead, look for "the 2nd cheapest house within the defined area", ignoring anything odd such as auctions, mobile homes, retirement flats and SO.
To be measurable you have to come up with a set of items others can check/compare with .... not what you think's a nice house/road
Compare "the absolute bottom of the market for type XYZ"0
