I once looked into an external socket, for garden tools, and they really are very safe.
The socket is in a sort of box with a small gap underneath to let the cable out.
The plug itself is a rubbery one and everything in the box is insulated and waterproof.
I think there was provision for a padlock, too.
Mine is like that. When it is not in use it is closely shut with a lid.It might be an idea to have some sort of lock on it, because, kids notwithstanding, anyone could otherwise plug something into it and use your electricity every time you go out!
