Hi people, an update.
I told another resident, who is in the exact same situation as me, about my success after speaking to the land owner.
They were told that the landowner will not cancel her tickets but will TRY point them in the right direction. (they did nothing)
I received an email from landowner saying don't give out details and use discretion etc so apologised and said I'd do so.
Yesterday, I receive an email from Capital Carpark Control regarding my pending popla appeal, it contains their evidence that they submitted to popla.
I've emailed them and the landowners for clarification on the tickets being cancelled and have yet to receive a reply from either.
Out of the blue, 30 mins ago, I get an email from popla."POPLA assessment and decision

why can an individual have DVLA and BPA access?

Assessor summary of your case
The appellant raises a number of grounds for appeal. The first is that as the registered keeper of the vehicle, liability has not transferred. He also states that the signage is inadequate, and a contract was not formed between the driver and the operator. He also states that the operator does not have the appropriate authority to carry out parking management, and that the location was not identified correctly on the notice to keeper.
Assessor supporting rational for decision
The appellant has raised several grounds for appeal. However, my findings will focus on compliance with the provisions of the Protection of Freedoms Act 2012 (PoFA 2012), as this ground has persuaded me to allow the appeal. The operator states that the appellant’s vehicle, registrationxxxxxxM, was parked on Greenwich Peninsula, Chandlers Avenue on 16 November 2015. The operator advises that the terms and conditions require motorists to display a permit. It states that the Parking Charge Notice (PCN) was issued as the motorist failed to meet this condition. As the driver was not identified, the operator issued a Notice to Keeper on 3 February 2016, and is pursuing the registered keeper of the vehicle for payment of the PCN. The appellant states that he was not the driver, and has declined to identify who was driving. He states that the notice to keeper is not complied with PoFA 2012 as it was issued outside of the relevant timescales. Schedule 4 to the Protection of Freedoms Act 2012 provides that liability for a parking charge may be transferred so long as certain conditions are met. It states that the relevant period is: “the period of 28 days following the period of 28 days beginning with the day after that on which the notice to driver was given.” As the notice to keeper was issued outside of the relevant period, liability has not transferred to the appellant as the registered keeper of the vehicle. Accordingly, I must allow this appeal. I have not considered any other grounds for appeal as they have no bearing on my decision0 -
