In point #2 I would quote the POFA para 8 and in #4 I would quote the signage part of the BPA CoP (the bit you feel helps your case most).
Also because POPLA Assessors recently have not understood keeper liability (DOH!) I would suggest we now have the POFA argument split into two Janet & John style headings:
(a) There can be no keeper liability because (explain all flaws in NTK wording, quoting the POFA)
(b) There can be no driver liability because the driver has not been identified.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Meaning the location error on the ntk you mean? Or the misspelling of contravention in every single ntk

My family and I moved into a 3 bedroom flat in xxxxxx, xxxx in November 2015 with Moat Housing. Upon signing the tenancy there was a misunderstanding with the parking restrictions ans we were told there would be some sort of parking available for residents.
There is no parking for residents apart from a Pay and Display scheme which is not feasible for residents as the time you can stay is limited to 12 hours with a 4 hour no return period. On top of that the prices are astronomical and if i could afford to pay for this sort of parking I would not be in social housing.
Due to this, I have incurred 4 parking tickets from Capital Carpark Control. I have appealed 3 (so far) and have had rejections. They tell me they have a contract with the land owners (Knight Dragon) to issue parking fines to cars parked in contravention to their terms.
Browsing the web, I read that emailing the landowners could get these tickets cancelled. I understand the reasons for these Pay and Display schemes being close to the O2 and North Greenwich tube station but I simply cannot afford the £400 I am being told to pay Capital Carpark Control for parking outside my new flat.
The last ticket I received was in February and since then I have been having to park elsewhere and travel by bus to my car, as advised my my local MP Matthew Pennycook after meeting with him in regards to the parking on the Peninsula.
I understand it is a lot to ask of Knight Dragon but I beg of you to contact Capital Carpark Control and ask them to cancel these tickets please.

Only binding on the PPC, not the motorist. Only a Judge can tell you to pay. Chances of this going to court in a 'parking in own space' case, where it would cost more to pursue than any likely gain - see link below.

And this is if they even have the nous to be able to do the legal necessaries!Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Great successthank you for your email which has been brought to my attention this afternoon.
Parking on greenwich peninsula is restricted to pay and display unless you are a blue badge holder or have access to a private parking space within your building.
I understand from your email that moat have provided incorrect information as to your parking situation and as such i have spoken to our estates manager who has arranged for all four parking tickets to be cancelled for you.
Please could you provide me with your car registration so that they know which tickets to cancel?
It goes without saying that any further tickets obtained past this point will not be able to be rescinded and i would also recommend making a complaint directly to moat regarding the misinformation given to you.
I hope this helps your situation moving forward and apologise for any inconvenience caused.

Fantastic result. I will add it to the Successful landowner complaints thread.
Reading between the lines as they asked no questions, I would guess they have had other residents say the same thing about Moat giving people misleading information. Could be wrong but it sounds to me like they have heard this before and have a policy to cancel the first few for a reasonable resident who was misled.PRIVATE 'PCN'?
