Council unlawfully scrapped my sister's car

    You misunderstand.

    They have been instructed to tow it away by the Council.

    Ie. They did the towing after being asked to do so.

    It would be a private company on behalf of, and the authority of, the local council.
    That would be why, in the OP's case, the vehicle was removed by a private company, but their claim is with the council.

    Does not really matter who did it, the Council has admitted liability

    For the record it is not my system. I am just a plain old user and I use Adblock and have done since it became available when Firefox was at about v.3.

    And I have no special priviliges but if you look at the main forum page you can see the details of the newest member at the very bottom of the page. From there its a simple check to see when they registered.
    My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016). :(

    That's not the case. They can under certain circumstances where the land is not 'relevant land', such as where it's Council owned highway, covered by the TMA 2004 or another law, or land covered by byelaws (e.g. some railway car parks, Ports or Airport land).

    Contact your local MP's, conservative, labour etc

    Find out if the council is labour or conservative
    IE: If it is labour then a severe letter/email to the conservative MP

    Tower Hamlets London Borough Council was composed of 22 Labour Party members, 19 Tower Hamlets First members and 5 Conservative Party members.

    So I should send something to the Conservative leader?

    YES, conservative MP for your area

    The reason being "brownie points" and a chance to show up the Labour bods. It works. Last year I attacked my local council who is labour, via my tory MP, a good result, it was fast and an apology from the council

    Go down the high street and get a solicitor on the case.

    Find out if it was actually scrapped too, given scrap is now £20odd a tonne, the urge to steal cars just to weigh them in is not what it was.

    Ask for a copy of the certificate of destruction.
