Council unlawfully scrapped my sister's car

More misinformation. Why post "advice" when you are clearly making it up.
Where was the insurance advice given "ages ago"?
What law are you referring to is it that means a policy is cancelled?
Insurers vary over how they deal with policies once the insured car has been removed from the policy - some allow a suspension, others give a reasonable time frame for a replacement to be substituted. (The policyholder here may have grounds for complaint if her insurer has insisted on cancelling her policy immediately, though the policy wording will be needed to understand why they have acted like this)
Nevertheless it is the policyholder who has changed the goalposts, and deciding not to insure a car does not relieve you from paying cancellation charges.
You have misunderstood the relevance of the NCD as far as getting compensation is concerned.
Always assuming the policyholder had no claims during the policy year, then had the policy run to its renewal date an extra year of NCD would have been awarded.
Because the policy has ended mid term then the period the policy has run wont be recognised as far as getting any no claims bonus is concerned.
(But you aren't contributing all this nonsense to help the OP, just to continue the argument you told us you were "closing" some time ago. Another of your posting habits)
stop this silly bickering, it's enough to put newbies off coming here

Well, what an impressive performance. That's the whole of this page, so far, given over to a spat between regulars.
@OP I doubt very much that your local solicitors are all personal injury lawyers so don't rely on Google. Get a local Yellow Pages - far more useful. In any event it is not just personal injury lawyers who offer conditional fee arrangements (the proper name for NWNF). It would be sensible at this stage to get some professional advice as the Council will attempt to chip every penny they can off what they pay your sister.
So why not the CAB - they offer free advice and will even get involved and actively assist your sister in letter-writing etc. It is FREE for goodness sake.
Whay have you not yet posted on PePiPoo? There is - with respect to current company - a far better quality of advice on Council-based issues there than there is here. Despite what beamerguy has suggested there has been nothing wrong with the website for the period you have posting.
I'm sorry to keep chipping away but the impression is that not a lot is being done - and although I understand what child-rearing is all about - there is no reason why time cannot be found to grasp this firmly by the throat. Based on what you have suggested your sister's car was something of a priority item but what has actually happened in the last week?My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).
For those seeking more detailed advice and guidance regarding small claims cases arising from private parking issues I recommend that you visit the Private Parking forum on PePiPoo.com0 -

Thanks, I really do hope this "spat" as you call it stops, it's such a waste of time.
After the OP said he could not get on PePiPoo, I tried to register as I do not belong on that forum and am still waiting for an email. Nothing, not even in my spam folder0 -
Sorry if you are having difficulties but it seems that others are managing to register just fine. Which PPC did you have in mind on this thread? Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

I don't think it matters, on behalf of whom, or from where, the towing is done, private companies cannot tow away parked vehicles.0
