    What also must be tackled is the farce of the so-called "independent" appeals services. They should have the same set-up and integrity as the ones used by councils and not the kangaroo court model of the IPC.

    I would imagine a bit of an anticlimax when they publish the statutory instruments or whatever, but can hope I suppose......

    On the question of appeals, this looks hopeful:-

    Provision of the same transparent appeals process to enable drivers to challenge penalties.

    At the moment, the IPC appeals system is nothing like transparent.
    What part of "A whop bop-a-lu a whop bam boo" don't you understand?
