Government Regulations for off street parking

Giving advice to Observer readers earlier this year, lawyer Patrick McGuire of Thompsons Solicitors said: “There are two things which parking companies need to prove up here.
“Firstly, they have to prove you were driving. They are not allowed to hold the registered owner accountable and there is no onus on the keeper to reveal who was driving."
Oops. Silly Patrick. Is is something to do with the name?
Not sure what you're driving at? "Up here" means "in Scotland", so the advice given was exactly correct.0 -
Does anyone know who conducted the review of the regulations and who were consulted?0
