Stating it is deliberately manipulated is probably giving the PPCs too much credit.

Another article in the Times today, this time about the way PPCs mimic council paperwork. This includes calling their fake fines "PCNs" and the general layout, colouring and typeface of their toilet paper to make them look like council tickets.
According to Patrick Troy talking on Watchdog a couple of years ago, this is just one large coincidence and in fact the councils might have copied the PPC paperwork, not the other way around.What part of "A whop bop-a-lu a whop bam boo" don't you understand?0 -
