UKPPO PCN through Post

1st post, read alot of the interesting info, just looking for some more specific advice.

My wife recently flew from newcastle airport, with her dad, stopped in the entrance to the hotel for 20 seconds to get her bag and for her dad to drive off.

now got a PCN from UKPPO for breach of bylawa 1315 roads surrounding Newcastle airport.

Do I ignore, or write an appeal letter - if letter what specifics should I include?

    Is it titled a Penalty Charge Notice? Or a Parking Charge Notice?

    There's a few threads on here about this particular scam, and how the DVLA, and Newcastle Airport appear to be complicit in the whole thing.

    What's the appeal process as defined on the ticket?

    Do a search on here for UKPPO to find previous appeals for similar infringements.
  • thanks, it is a parking charge notice.

    appeals process on the reverse, within 21 days, stating full name, address, vehicle reg, and the parking reference and my reasons for appeal.

    basically my wife drove, pulled over, got her bag, her dad got out into drivers seat and drove off. the 2 photos are 20 seconds apart, showing my wife then here dad!?

    UK Parking Patrol Office Ltd (Trading As UK Parking Patrol Office) as members of the IPC not the BPA, so you wont get the chance to appeal to POPLA:

    UKPPO (or whatever they want you to know them as) joined the IPC on 9th November. Did your incident occur before or after that date?

    If before, then POPLA ought to be offered. If after, then it's the 'waste of time' IAS appeals system.

    You should appeal to UKPPO though, and it's worth doing a search to see what the appeal points are, as this one is pretty complicated.

    Try and find out the EXACT name of the company you are calling UKPPO on 1. the signs, 2. the letter you've now been sent. See if it's slightly different. (presence of a 'Ltd' here, but not there for example).

    Appeal points should include that UKPPO do not have the authority to enforce byelaws, that byelaws aren't in effect where the incident took place as Road Traffic Enactments already apply there, and this is clearly referenced in the byelaws themselves (i.e. that the byelaws only apply on roads where Road Traffic Enactments DON'T apply). That they have obtained the registered keeper's data from the DVLA under the auspices of this being in relation to a PARKING incident, whereas in actual fact, their charge is in respect of a STOPPING incident.

    DO NOT LET THEM KNOW WHO WAS DRIVING. Refer to the driver in the third person at all times (the driver did this, the driver did that, etc.).

    Wait for additional advice, I'm by no means the expert on these.

    The 'driver' is an interesting, albeit sideshow, point as it appears there were two drivers in the space of the 20 seconds monitoring period. @OP - rhetorical point, but keep on the back burner should it ever get to a court stage (highly unlikely).

    it was only 1 week ago so very recent

    my wife is registered keeper and it is her they sent it to.

    are these valid to write in an appeal letter? I will try to check the signs but i have never seen any and i fly regularly from newcastle, but there again i pay for parking as with work!

  • also, they claim this is a parking charge, but she didnt park, just stopped like you mention so surely there claim is factually incorrect?
