Two parking tickets for NPE

Hello everyone new to the forum.

I am writing about a ticket that I received from this outfit called national parking enforcement, i believe they also go by norfolk parking enforcement. I am a junior doctor and I got the ticket in the hospital accommodation car park in Queen Elizabeth Hospital.

The 2 tickets were for expired permits. However I was not given a PCN on my windscreen. Now this is were my issue lies. I have been issued two tickets for the same offence, which being my permit has expired. However I was issued my second ticket before I was notified of my first violation. The first ticket was for an offence on the 03/12/15 which sent to me on the 10/12/15 , Which i received on the 12/12/15. However my second ticket was for an offence on the 09/12/15, meaning it was issued before I even received my first ticket. This I feel is not fair I was not aware my permit had expired before the second ticket was issued, meaning I was unable to renew my permit and prevent the second fine.!!I should have been given the opportunity to be aware my error before I was penalised again for the same reason. If they had given me a physical ticket on my car then I could have paid and cut my losses and renewed my permit, but i couldn't.

Do you feel I have ground to appeal for my second ticket ?

Also my permit had expired due to a clerical issue being the accommodation secretary had put in the wrong dates, I carelessly didn't check either so I accept some responsibility for the first ticket.

    Do you really mean January or did you mean November or December?

    Don't pay either ticket.

    Thank you for your reply. Sorry I meant December for dates I mentioned not January.

    I am so glad to hear I would not have to pay either, I can actually enjoy my christmas a little less debt free.

    May I please ask under what grounds I should not pay my ticket, is it because of the lack of physical notice ?

    Not fines, speculative invoices, get the accommodation secretary to get them cancelled, never pay these.

    As above if this is a fault of the administration of the very organisation that hired these Muppets they have the authority, and duty to get them off your back.

    I have tried to discuss it with them but unsurprisingly the accommodation services refuse to accept responsibility and replied "you can read can't you ?" referencing to the fact I should I check the dates were correct. So I promptly put in a notice to leave the dump but I still have the small matter of £120 to pay in an already cash strapped period of time.

    What are the rules regarding a PCN on the car before a NtK ?

    The only issue with NPE is they've just moved to the IPC I think, so you won't get POPLA unelss those dates were when they were in the BPA AOS scheme.

    Be watchful Doc that you get a POPLA code with the rejection letter that will come for each of the tickets following your initial, separate appeals.

    Watch they don't suggest you appeal to their new second stage appeals provider, the infamous IAS. Based on the dates of your tickets, you are entitled to appeal to POPLA.
    Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

    if they think this doctor cannot read, perhaps they should look to themselves as they have clearly not read JEREMY HUNT`s guidelines for the NHS dated august 2014 where hs makes them jointly liable for any issues like this

    but as above, appeal them via POPLA and dont get fobbed off to the IAS, by NPE

    NPE may well drop them if you require POPLA codes (which you do)

    for gods sake do not pay them, dispute them no matter how long it takes and keep your hard earned cash in your pocket , NPE or the Trust will fold long before you do
