Well you have gone right down in my opinion now for that fantastic post.
The facts are what you have written in that when YOU got hold of the device, the option wasn't ticked.
That doesn't change the ACTUAL TECHNICAL FACT, that had this option not been unticked at some point, this crapware wouldn't have got on the device ..
I can only provide factual technical advice - I connot however advise if you didn't have your glasses on, or if your brother was lying to you/forgot etc etc etc ..
My post remains sound - and now you just look like you don't know what your talking about, and have spat your dummy out when published technical facts differ from your own experience.
How old are you , 10 ?

Once again, my brother had no opportunity to alter the settings because of the malware and I have simply reported the state of the phone after removal and reboot.
I have presented no theoretical arguments as to the whys and wherefores. I have only reported the facts. I have no dog in the fight...

Good concerns raised though - anyone on Android should make sure that 'unknown sources' is UNticked unless they've a good reason not to. You have to allow it if you use the Amazon App store, for example.0 -

I didn't say a legitimate app, I said one that you actually want .
So my choice would depend on where I intended to advertise it for download.
For example, on a forum discussing Wifi, I could create a "Super fabulous Wifi analyser" 100% guaranteed to increase your home wifi speed ..
You get the idea ..
Alternatively, I could call my rogue app "FaceBook" , rip off the facebook logo for the icon and hey presto , malware disguised as legit app.0 -

I did read your posts, and they've been trying things. They tried the volume button, but nothing is working. They tried turning wifi off and going to settings, but whatever they press, nothing happens. Those ba*t*rds win, whether you pay them or not! Unless he pays now to get it sorted, his tablet's been rendered useless. When he brings the keyboard up, there are no keys on there, just a box to pay them.

I have personally removed something just like this. There seem to be multiple variants of it so its impossible to know which you have and exactly how to go about removing it.
My first problem was it wouldn't shut down, it went into a continuous loop of part shutting down .
So initially I had to 'hard reset' the tablet. Oddly, hard resetting didn't do exactly as it should but at least I could then power it down.
Then I couldn't power it up and found it had a tiny 'reset' button on the back. Having pressed that and on it flew into life again.
Still loaded the Cheshire police malware on booting.
Now you need to go into SAFE MODE by what has been posted previously (But its pretty much always keeping a button or buttons pressed down)
I'm quite clued up on computers but try as I might I couldn't identify where the malware was (Even scanning via a computer and manually going through files)
After hours and hours I gave up and reset the device (Easy once its in safe mode)
However, it was such a nightmare to remove, I am still not entirely convinced it had 100% gone, but at least it wasn't doing anything untoward anymore.

OK, yes. So the usual advise of 'don't click adverts, they might take you somewhere dodgy' includes 'don't click (tap) adverts for apps, they might install something dodgy'. As long as users (ESPECIALLY rooted ones) stick to the Play/Amazon store they'll be safe. If they don't fiddle with their device, they won't even be allowed to install anything outside these. That seems safe to me.This is the reason I don't like Android.
