No it will not "go away" if you leave the device off lol !!
It is simply a rogue app that is set to start as a full screen overlay when you turn on the device.
Start your tablet in safe mode, google for easy instructions how to do this for your specific model.
Then simply uninstall the app that is causing this issue. Tip : it will be the last one that he installed.
If he cant remember which one he installed last, just look for apps that you don't recognise as being required by you, and uninstall them.
Problem solved - restart the device normally and all will be ok.
Moving forward, this could never have happened had he not ticked the box in settings that says "allow installation from unknown sources".
He would have been warned when he ticked it that this was an unsafe action.
Go back into settings, UN-tick this box - and something like this wont happen again.

Not quite right. I fixed my brother's Samsung phone by going into Safe Mode etc
"Allow installation from unknown sources". was not selected. But somehow the rogue application had been installed.
It turned out that the rogue application in this case was labelled Security Update or something similar. So nothing to do with !!!!!! at all, as some are wont to suggest.
He was adamant that he didn't even allow this 'security update'. Either way, it ended up on his phone.0 -
Samsung tablet Safe Mode
Turn on safe mode- Turn the device off.
- Press and hold the Power key.
- When 'Samsung' appears on the screen, release the Power key.
- Immediately after releasing the Power key, press and hold the Volume down key.
- Continue to hold the Volume down key until the device finishes restarting.
- 'Safe mode' displays in the bottom left corner of the screen.
- Release the Volume down key when you see 'Safe Mode.

Getting to the bootloader (system level startup, similar to BIOS on a PC) is generally done with buttons (not onscreen).
OP, try: Tablet off. hold in vol down, then also hold down power, until SOMETHING appears onscreen. Did it just start as usual? Try holding vol up, then also hold power, until SOMETHING appears onscreen.

Im sorry because you are quite a knowledgeable poster normally but this simply can not be true.
It is physically impossible to install any application on an android device, from any location except the google play store, unless you first tick the option to allow installation from unknown sources.
That's it - there is no "iffs or butts" - It is a hard fact.
Unless of course the device has been rooted.
Maybe it was unticked and re-ticked ?

Of course its going to be called something that you are unlikely to delete !!
Its not going to be called "best !!!!!! malware app" now is it ??!!

You appear to like to jump to conclusions. My brother being an ex-!!!!!! movie actor, I think him unlikely to lie about it.
As to your other comment. you might find that earlier releases of the rogue application did have names associated with !!!!!! websites. Google 'BaDoink'
Lastly, the option to allow installation was not selected. I fixed the phone so it was the first thing I checked after rebooting.

It doesn't matter what you say or think on this one , the facts are the facts
If the option was ticked or not when you checked is completely irrelevant.
It was most definitely ticked when the rogue APK was installed.
