UKCPS ticket for leaving retail park

I was visiting a retail park which appears to have new rules of 3 hours and not leaving the site. I admit that I did leave the site for some of the time i was parked and found a ticket on my windscreen. I didn't notice the new signage as I wasn't looking. So I was a bit shocked to find this ticket when I got home because it was hidden by my tax disc. I have 14 days to pay £60 but my friends say I should try and appeal.
The ticket was issued by UKCPS.
I have been trying to read through previous posts some who are disputing time discrepancies but in my case I did leave the site and I am guilty but didn't realise that was against their new rules. So probably should just pay it. I think its just the £60 that I think is steep. You get that as fine for speeding and that is far more serious

NO! Do not even think of paying.
You have received a speculative invoice from a bunch of scammers who rely on the ignorance (no offence) of the general public with regard to parking tickets on private land.
You should read the Sticky thread for NEWBIES and then appeal AS KEEPER, NOT DRIVER using the template letter in the aforesaid NEWBIES thread. Send the appeal at about day 25 from when you got the windscreen ticket.
You will need to read the NEWBIES thread a few times to get your head around this, but don't panic, you are amongst friends here.
UKCPS are members of the IPC trade organisation who do not have a fair appeals system. Your first appeal to the parking company will almost certainly be rejected. Don't panic, it is perfectly normal.
You then have to make the choice whether to make a second stage appeal or not. The NEWBIES thread explains all about that but that is for later so don't worry about it now.
So, get reading and then appeal. This is extremely unlikely to ever get anywhere near a court and you will get lots of help here in the unlikely event that it got that far.
Forget about, "it's a fair cop, I did leave the site." If the parking operative saw you leaving, they have to mitigate their loss so should have warned you not to walk off. They wouldn't want to admit that in front of a judge.
Meanwhile, complain to the manager of the store where you visited and ask them to cancel this ticket, but don't rely entirely on them even if they say they will help you. They deliberately change the rules to catch people out, but if they shortened the time they couls be in breach of planning permissions, and sometimesallowing people to leave the site to shop elsewhere is a condition of PP being granted in the first place, so check with the local council.
Also, some IPC companies try to avoid v.a.t. Did any of their paperwork mention it, if not they may have shot themselves in the foot. Ask them for a vat invoice. If they ignore your request, (which they probably will), it is a useful stick with which to beat them if it ever gets to court

Thank you. I do worry about these things. It's just that in some cases I read people have not left the retail park but I did. I don't want to get into trouble. But I will read further and not do anything hasty.0

Read here about 'leaving the site'. Ever since this case, I'm not aware of any other PPC that has risked having to buy a toothbrush to put a 'leaving the site' case in front of a Judge.
Judge McIlwaine still gives them nightmares (as well as their legal advisors!).

Thanks i do panic, and thoughts of courts make me feel sick. But i a game for trying something. I will contact a few of the shops on this park because it puts me off going there again if they are so quick to charge.0

I have very little time for CAB, they may be good on debt, but wrt consumer affairs, they are, imo, poorly informed, and out of date.
I do not know why Trading Standards have devolved to them, cutbacks perhaps, or could it be that they can employ two Diversity Co-ordinators for the price of one TSO..You never know how far you can go until you go too far.0
