What did it say on the ticket/NTK? Alternatively what does it say on the BPA website about replies as NCP are BPA members? That's where I would start looking.

... and it is not a fine.

the BPA CoP used to indicate 14 days to acknowledge an appeal and 35 days to reply, but was never enforced

I suppose they can take up to 6 years to reply or lose, but the longer they leave it the better for you, they would be acting unreasonable if they take too long (assuming they have received it , or assuming its not lost in their system , or that any reply has got lost)

i have been given a popla code where do i go from here

do i explain i wasnt blocking anyone with details or do i just refer to the charge being not consistant with their losses?

    thanks

If the rejection was 16 October, the first thing you need to do is check whether the POPLA code they have given has expired. Do that here:

Why, after carefully appealing as the registered keeper following the NEWBIES thread advice, would you now blow it at POPLA, by saying who was driving?

No, that's not how you write a POPLA appeal. You should write a full appeal with headings including the fact they have not served a Notice to Keeper so there can be no keeper liability.

The wording to use for that appeal point (one of several) has been posted on other threads recently but I don't have it here at work.

Search the forum for 'POPLA station' if this was a train station but then edit to the draft to suit your case and show it to us here.

Things have changed and POPLA appeals need tweaking but we'll help if you search the forum and find one suitable and amend it to suit and pop it here. Obviously you want to get past day 56 which was the entire point of appealing when you did and how you did.

You should have appealed to PoPLA but you might be passed the appeal deadline now. What does it say about the appeal deadline on the letter/email?
How come you have only just received it? What was the date it was sent and the date you got it?

    Good point.

Try the POPLA code in POPLA now, I am not sure it will work:

    http://popla.co.uk/

If it does work (and they DO work beyond 28 days but not for long), you will have to be fairly quick before the code is considered expired but you need to search for suitable POPLA appeals to include 'no keeper liability'.
