By asking the neighbours for their wireless password maybe in exchange for some small payment. The neighbours would be allowing others to see the files on their laptop/computer so this is not recommended even for trusted neighbours.
You could tether your mobile to the computer and using the mobile 3G/4G connection.
If 4G is available in your area you can get a mini wi-fi hotspot and get some quite reasonable speeds.
Or get Virgin cable.:footie:

NO , only if they gave you the administrators pass word could they see your files , they would (without the password) , just be able to see public folders , ie: music/vids etc
virgin do a system of "packages" , if you decline the phone line , you loose the package discount , and will save about a £10 -

not for basic calls , eg: 3 network 3p a minute , v talk talk with there connection charges etc , 20 mins on 3 = 60p , on a landline about £1.200

I had no landline and no 3G/4G coverage indoors last winter. I put an internet dongle on a 20m boosted USB cable, stuck the dongle end in a waterproof bag (or 2) and hoisted it up the nearest tree, then plugged the other end into the computer. Sorted. (You may not need the up a tree bit!)Turning left avoids some of the idiots (only some)0
