So perhaps the person in question moved onto it too soon and it created a new contract in that instance?
Changing a call package does not enter you into a 12 months contract - or at least it shouldn't.

Incidentally, after trying the E&W package they will be moving me to on the 1st December, if I then decide it is not suitable and contact them to change my package to PAYT instead before the introductory period ends - would there be a charge for moving package then?
Sorry for all the questions, I am just trying to weigh up which option is best for me and how long I have to make a decision.0 -

Not in my opinion, no.
Might be worth getting a definitive answer from Sky themselves - if you can get someone to give you the correct answer that is!0 -
My only gripe is losing the free weekend calls and either having to pay for ALL calls, or paying the extra £4 a month to retain weekend calls and get additional evenings and mobile calls too.
The £4 package is evening and weekend calls; not including calls to mobiles.
It is the £8 Anytime Extra package which gives calls at any time , including to mobiles.0 -

That's not correct - the £4 package includes calls to mobiles during E&W.

I miss-read it as being free evening and weekend plus lowest rates to mobiles; reading quickly as we wanted any time calls ie Anytime Extra.0

So I have had this same letter, which I expect everyone who is on the same package will. I understand the £1 line rental increase would happen anyway but for like for like package its an extra £4pm on top. Whats the best/easiest way to get out without penalty for this change please?0

There is no direct like for like unfortunately. You either choose the PAYT option with no inclusive calls at £0 cost or the E&W package at £4pm.
If you want to leave completely then phone Sky and cancel which you can do with no penalty.0
