    There is the Traffic Penalty Tribunal which is already set up for Council charges.

    From personal experience I can tell you it works very well and is very efficient.

    I do get the feeling though that they would have one mighty clash with private parking industry as they are sticklers for the law and correct procedures.

    I'm afraid the occupiers of Red Cow Yard would end up as snorting raging bulls when faced with the TPT.

    Yes TPT are good and fair.

    Yes they are a stickler for the law which the BPA and IPC are not neither are the PPC's

    It would kill off the Red Cow Yard mobsters which everyone looks forward to

    so if anybody else is in doubt of what happened to their old POPLA case that was put on hold pending the Beavis case, its now with WH

    YES, the Wright Hassall lot who will now pretend to adjudicate these long overdue cases with the left hand ... but send threatening letters on behalf of a PPC with the right hand.

    The BPA who let this lot in, should be terminated as they have badly let the public down. Troy is clearly very dumb struck with such a stupid decision ..... probably he is just dumb anyway

    I think you mean that your WH case has been transferred to Ombudsman Services POPLA rather than London Councils.

    We've also received a letter from Ombudsman Services regarding an old Premier Park case from July 2015 - it looks like WH must still be doing debt collection work for Premier Park, hence the conflict of interest.

    Although it's good news that WH won't be dealing with your case, if you take a look at Ombudsman Services' letter, you'll see that their proposed process is not consistent with what the BPA had promised the 4,000. Their proposal is as follows:
    • Premier Park have 21 days to submit a case file containing any information it holds relating to your Appeal.
    • You will then be allowed 14 days to comment on the information provided by Premier Park
    • POPLA will then review the information provided and issue their decision
    • Ombudsman Services' letter states that POPLA's decision shall be "final and binding".
    This process allows no opportunity for appellants to add new points to their original appeal (as had been promised by the BPA). Instead, they are limited only to responding to the operator's submission (mirroring the rebuttal stage in the normal POPLA appeal process).

    Also, the statement that POPLA's decision shall be final and binding is extremely misleading to the appellant - POPLA's decision is final and binding only on the operator, not the appellant.
