If a produce bag has handles and is made from thin plastic, then it has the same legal status as the single use carrier bags provided at the checkout.

I bought a birthday card last week, i was given a thin plastic bag that had handles, and it was intended for single use. But they never charged for it. ........ Why ?

If it had handles I think it should have been charged for. But some stores I don't think know exactly what is chargeable and assume small bags for cards don't need to be.

Possibly the business you bought it from has less than 250 (FTE) employees. Many big high street names are franchises.

I agree though that this is poor customer service. I'd have asked to see the duty manager, and if he had insisted on charging I'd have left all my shopping on the checkout and gone elsewhere.

I continue to be amazed by how childish some people on here are

By your own words - store is perfectly within its rights to charge for any bag if they want to. You believe being asked for 5p is being "ripped off" ?

Correct. The plastic bag costs them less than a penny. Charging 5p for something that costs less than a penny is a rip off. Stores that care about their customers give them away free.

If a store is not prepared to give me a bag for uncooked meat that is leaking or may leak, I would take my business elsewhere.

The store is free to charge what they like. I am free to shop where I like.

You are indeed free to shop where you like. The "childish" bit is getting into an argument and leaving all your shopping at the checkout

Failing to negotiate and entering into a contract that you are unhappy with is foolish IMO.
