The scheme only applied to post 2005 sales, though, so you might have an avenue to explore there if your father had it earlier. You would need to complain to whoever sold him the insurance.
Unfortunately, there are unlikely to be any records available for a person deceased for several years, so you'd have to have thorough documentation from your father's archive to stand any realistic chance of advancing this.0 -
