remember this is a "gentlemens" club , maybe the BPA told UKPPO that there was too much pressure being placed on them and as of "x" date they would have to start communicating and agreeing with customers , and even dish out several multiples of 6 points to them , at which point UKPPO decided to go to the zoo0

More likely UKPPO were simply waiting for their latest BPA subscription payment to expire. The IPC is much more suited to the aptly-named Steven Cheetham.Je suis Charlie.0 -
It's all warming up on the UKPPO thread on Pepipoo.
There's a copy of the contract for issuing tickets at this site and it's between a company that was dissolved in 2010 and a sole trader name minus the trader's details.
Quite literally a contract between two non-existent legal entities.

We are offering the option of paying a Penalty Charge rather than prosecution via the Magistrates Court.
Surely that's fraud? They are trying to imply they have the ability to take the case through a Magistrates Court and are instead deciding to go down the civil penalty route to be nice.
They then list the usual 3 options, and not "4. Magistrates Court", because they know they can't.
I'd still like to know what their response would be if you replied with something like:
"I reject the offer to avoid prosecution via a Magistrates Court. Please escalate this to a Magistrates Court so that I may make a full defence".0 -

keithlml might like to get a screen print of that contract over on pepipoo, and then inform the DVLA that this constitutes proof that the entity supposedly contracted to operate on that site (UKPPO) was not the entity that applied for his data (UKPPO Ltd). Nor is the contract with any current legitimate organisation capable of granting them the rights to operate at that location, as Park and Fly Limited was dissolved in 2010.
Also, as a sole trading name, UKPPO would need to name the person using that trading name on the agreement, as UKPPO is not an entity capable of forming a contract.

OK sent of the contract to the DVLA along with reply to BPA.
Both have tried to wash hands of this. Based on new information re UKPPO membership and POPLA etc. I will await replies .
I have stressed the fact that MP and the ICO have all of this information also.

I received a reply from the ICO today
They say :-
", in order for us to gain a clearer understanding of your concerns, could you please provide us with:
A full and clear summary of the specific concerns you wish to raise about DVLA.
Without this information we cannot consider the matter further, so this case will now be closed. However, if you provide us with the information outlined above we can reopen the case.0 -
I received a reply from the ICO today which said :-
"In order for us to gain a definitive and clearer understanding of your concerns, could you please provide us with:
."A full and clear summary of the specific concerns you wish to raise about DVLA.
Without this information we cannot consider the matter further, so this case will now be closed. However, if you provide us with the information outlined above we can reopen the case."
