    It is an alleged moving traffic contravention, still images mean jot.

    Really? That will come as news to the thousands convicted of speeding and red light offences on the basis of still images.

    It's not the case the council have seen the reg, it is they have to show proof the car is what they claim it to be.

    The footage does not show that.
