PCN Notice Greenford / otter road yellow box
This is the video Ealing council sent me, traffic was flowing in both lanes without issue I had a Large sprinter van in front of me rather than a car blocking my visibility of traffic ahead on it. I entered while the van in front was still moving and then suddenly stopped causing me to stop in the yellow box, furthermore the car in the second lane also stopped without moving forward even though he/she had 1 car space clear stopping me from going behind him/her to clear the yellow box. Please let me know if I have grounds of appeal in your experience.

The van ahead of you didn't "suddenly stop". It stopped because the traffic in front of it was stationary. You should have either seen that or anticipated it.
You shouldn't have entered the box junction when you did. You should have waited until there was a clear one car length space for you to drive into.

Let me just say that I feel a little sorry for you. Like you say, the car on the other lane could have moved forward which would have allowed you to move into it.
If I was you I would appeal and try my luck (only the first stage though as the penalty goes up after that).
I was in a similar situation, in an unfamiliar place, only last month. It looks as though I might have got away with it - as it's been 28 days and I'm yet to receive anything.0 -
Did you see the van driver sit and wait until the road ahead was clear enough for them to enter?

No, that would have allowed the car behind to cross the junction. People that switch lanes going through box junctions to take up someone else's exit space are as guilty as the op in my opinion.0 -

You are always meant to check your exit is clear before proceeding , you sound have waited until there was clear space the other side before proceedingEx forum ambassador

Umm, that one IS at the junction of two roads. Two is "at least two".
But, no, they're often outside fire or ambulance stations.
"Yellow box markings may be used outside police, fire, ambulance stations or hospitals only where there is an access road forming a junction with the main road. Where vehicles exit directly onto the carriageway, a KEEP CLEAR marking to diagram 1026 or a KEEP CLEAR marking to diagram1027.1 (varied to omit the word 'SCHOOL') should be used."0 -

Rule 174 of the highway code says, You MUST NOT enter the box until your exit road or lane is clear. However, you may enter the box and wait when you want to turn right, and are only stopped from doing so by oncoming traffic, or by other vehicles waiting to turn right.
you could not see if your exit was clear as your view of the traffic ahead was obscured by the white van, you should have done what the van did and wait until you had clear view of your exit before entering the box
I think you can appeal all you like but i think the charge will stand0
