    It may well be below the tolerance levels but a policeman won't tell someone it's ok to break the law which you are if you are doing 51

    You should know the basics of the highway code. If you don't, then when an accident occurs, you may well find yourself up for something more serious than an SP10. Applying the HC is a measure in whether you meet the standards expected of a competent driver. If you don't you can end up with Driving without due care and consideration when you break some of the rules of the road as set out in the HC. At the minimum it is your responsibility as a driver to know the rules and regulations of the vehicle you are driving. Ignorance of the rules is not a defence.

    As has been said, no one working for the police is going to say the speed limit is 10% less than 60mph, or even 54mph, the logical answer is the most likely right answer. The OP was told its 10mph less and misheard as 10% less.
