  • Thanks again Ralph-y. Should they have at least offered me an appeal to IAS then? I got nothing.

There is no POPLA code, nor any other code, to be forwarded to proceed to the IAS.

They should have sent a rejection letter or email but if you did not include a postal address in the email then they will have ignored it (as the PCN and acknowledgement email says, you must include a postal address/full name and VRN/PCN when appealing). Did you include all of that...not sure if I've already asked you? If you did, then I would have expected a rejection letter in the post offering IAS. If you missed a detail out, that explains why they ignored the appeal.

Not that I am saying that's right or fair, just telling you like it is with Excel or VCS!

I've got my print out of the e mail I sent them on 8-6-15 (four days after the invoice arrived). It included my name, address, the PCN number and my admittance to being the RK, and the actual challenge. So basically everything they requested in their automatic reply. I got nothing else apart from what I said, the court proceedings letter. They never mention appealing to the IAS (no matter how fruitless it may be).

Think I may either shoot them down with my e mail or shoot them to bits if they are stupid enough to persue this any further.

    Thanks again.:)

    yes they should

    but ....

    but ...........

it would make not one iota of a difference ..........

you do not win at IAS

    you might ,

    may ......

    possibly ..........

get one of the few monthly lottery wins ....

this happens because they are trying to keep the suggestion of respectability by allowing a tiny amount to win

this is why the forum guidance is to ignore when passed the PPC appeal

(some forum members say to appeal to the IAS cos it will show then up for what they are ..... posters have to make there own mind up)

non of the dealings you have with PPC's will have / get your acceptance of moral or rational behavior

so keep up the good work

    keep learning

    and

    good luck

Ok , so it's been almost a year since my 'invoice' arrived.

I've had all the usual stuff (letters from ZZPS threatening to send the boys round, the cack from 'Wright Hassall' [alledgedly] , one from new boys on the block bw legal et al.)

Just to remind you all and save you from scanning through the entire thread, I finally dobbed in a relative who was over on a visit from The Philippines where he is a permanent resident with his Filipino wife.

He's been in touch today, picked his mail up AND THERE IS AN INVOICE FROM VCS !

He seems quite worried but I've told him to scan and e mail it to me so I can post it on here (with all personal details blanked out, I'll do that when it arrives), but I did say he's 10000 miles out of jurisdiction, it's a fishing letter hoping he'll pay up and to ignore it. Also told him under no circumstances to contact them.

I also told him the experts on here would almost certainly laugh out loud at their efforts!:rotfl:

Have I given him the correct advice?::think:

They're now chasing the driver, so you're definitely out of the loop of Keeper Liability.

Sending speculative invoices to The Phillipines - stupidity knows no bounds! :rotfl:

I agree so should he just ignore? He is quite worried about it for some reason.

Or will they issue court proceedings and send the bailiffs round?

He really mustn't worry. He's thousands of miles away from VCS, there's plenty of people living just around the corner from them who are ignoring their 'threats'. Tell him to stop it!

Also tell him just continue to ignore, but report back to you any further correspondence so you can publish their further stupidity and make them even more the laughing stock of the Internet.

He should reply (he can use email, so no postage costs)

    Dear VCS,

I confirm receipt of your parking charge notice ref xyz.

    ...and that's it.

This will confirm to VCS that the address you gave them was correct and will stop them claiming you gave a false address.

If this letter is not replied to then VCS will revert to you (I am helping with such a case at the moment.)

But if they revert to me having told them who the driver was surely they haven't a leg to stand on?

I can't be liable as keeper under POFA 2012 or have I misunderstood that? (Not that i'm unduly worried).

True but parking firms might try because they are economical with the truth and will then bother you.

Hoohoo's advice is sound and only needs an email! Make sure the driver includes their POSTAL ADDRESS and name in the email as well as the PCN number and any ref on the letter. VCS can get funny if they are emailed without all that stuff, especially the address even though they have it already.

Unbelievable they are so stupid as to write to the Philippines!
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
