It is evident that Hurley stated that 70% of those PCN that are cancelled are because of mitigation. Not so clever use of stats as the uninitiated will only hear 70%. The actual number cancelled would be interesting to hear, as the IAS do not accept mitigation.

I thought I posted earlier, but obviously not. I was in a hurry, so must have forgotten to hit send. The parking company I believe is PCM-UK. The reason for this is that their signs can be seen briefly, the red stamp which goes on the envelope can be seen, one of their car parks is written up on the green board, the practice of having high signs with writing too small to read is mentioned, which is a common PCM-UK trick and of course PCM-UK are featured in the program with the disabled bay case.

One of the things that struck me was how people just roll over and pay up, another thing is the IPC bloke, apart form looking smarmy and a little smug did look a little uncomfortable.

And the BBC's responce to my complaint about not naming the PPCs ( seems pretty pathetic in my mind and has a smell of CAPITA about it ) :
