The rubbish is apparently not on the OP's property.
The OP no longer wants to communicate with the council.
The OP has shown that, for one reason or another, he is unable or unwilling to clear the rubbish himself.

He has put a fence up meaning HIS property is no longer going to get dumped on. The council land will still be dumped on though and it is THEIR duty, not the op's, to keep it clear so it's got nothing to do with unwilling or unable!0

Yup. And increase the chances of them deciding to throw it over the nice new fence (which is a decent height, mind you, so you'd hope the most hardened fly tipper would move along!).
Wonder what's so attractive about the area behind his house, mind you?!? Can't be that it looks a mess anymore...0 -

Having read the whole thread, you are lucky that you have such an understanding Council. In my kneck of the woods, you would have been issued with a fine at the 2nd offence.
Anyway, the new fence looks fabulous. A good job well done. Not sure if you have a door from the garde into the back of your garage, but if you have, then you can now use it as a nice workshop or storage facility.
If you don't, you can, when funds become available (or some turn up on freegle) fit some corragatted plastic panels between the garage and the fence to create a little 'shelter' to put your wheelie bins and rubbish in prior to putting it out on bin day.Never Knowingly Understood.

Goddammit, I just had a quick peek over the new fence last night and, lo and behold, stuff is getting chucked over it and I suspect it's the bloody neighbours doing it as I've noticed lately that, since the fence went up, stuff has been starting to get dumped at the back of their property instead but seemingly getting cleared quite quickly.. I can't currently actually get to where it's all accumulating inside my boundary at the moment as the rear of my garden is completely overgrown with weeds (that I deliberately let grow as it was a great natural barrier behind my old back gate that was broken). Will be spending this weekend cutting my way to all of it. Grrrrrrrr. Bloody neighbourhood.0

Shall be watching this thread with more interest - as I've got an area near me that attracts flytipping.
Fortunately - it's not near enough that it might be deemed to be "down to me".
That's the trouble with any stray bit of land - the ****** (expletive deleted's types) think it's "fair game" for them.
Personally - I know who the "guilty parties" are and have told the land-owner their details:)0
