Because they look at it on a purely economic basis and many individuals personal circumstances mean attendance is not cost effective. Added to which 3pts on their licence will likely have a minimal impact on their insurance premiums (try it on a price comparison site).0 -

If ever I was unfortunate enough to have to choose , I would just take the points, I hear mixed reviews about the courses.0 -

When you take the points, are you not fined as well anyway? Plus if it did happen again you would only have 3 points rather than adding another 3 points do the ones you took first time0

True, no fine but you'll still have to pay for the course. BTW, about 15-20 quid cheaper than the fine.
However, If you had an offence in the last 3 years then you won't qualify.
You'll get a letter from the police and everything is explained there.0 -

Surely the course is more expensive than the fine?
My mate paid £100 for his course, the fine was £60.0 -
The fixed penalty has gone up to £100 as of a couple of years ago, making it more expensive than the course in most areas.0

I else what i was trying to say was that rather than feeling that being locked in classroom for 3 hours on a Saturday was a punishment, most actually demonstrated appreciation fir what they had learned from the course.
As I said before, the actual content would be a beneficial refresher for anyone that last looked at a highway code when they were learning to drive decades ago0
