Then definitely appeal as the registered keeper to the Notice to Owner
They have screwed up (but this can sometimes be done on purpose so people inadvertently give themselves away as the driver - see my p.s.
What date was on the windscreen ticket?
A postal notice should arrive no sooner than day 29 following the issue of a windscreen notice
In addition they have applied for the registered keepers details to the DVLA without reasonable cause so complain to the DVLA too.
p.s be careful how the appeal is worded - because a windscreen notice is a notice to driver the wording needs to be done in a way that doesn't reveal who the driver is - post it up here for comment before sending0 -
Yes, appeal and complain as per ColliesCarer's suggestion.
The appeal should state that the NTK was non POFA 2012 compliant, therefore the keeper is not liable. It is absolutely essential not to give away who was driving.I married my cousin. I had to...I don't have a sister.

I have never actually seen the ticket although there definitely was one, my son threw it away. Not very clever I know. It does say on the Notice To Owner/Keeper date of event 31/3/2015 and date of the this notice 2/4/15.0

No not very as he may also have thrown away a slam dunk win as to claim they have not provided a POFA compliant NtK ideally you needed proof that a windscreen ticket was issued - otherwise they could just claim there wasn't one or it was a drive away before the windscreen ticket was applied.
But we are where we are and they need to show how they got the car's details.
Are there any ANPR cameras on the site?
What evidence if any have they provided on the Notice to Owner?

Vehicle Registration, Make and Model and Date of the Notice which read Parking Charge Notice. Notice to Owner/Keeper/Hirer.
Further down it reads Photographic Evidence with two pictures of the car.
Cant see anything about a Notice to Driver on there.0 -
Request him to check the location for ANPR cameras.
In the absence of those, I believe I'm correct in saying, that a windscreen ticket must be issued by the PPC.0
