Parking Charge Notice at University Halls of Residence.

My son is a student currently living in Halls of Residence at University. He parked his car the other day in the Car Park at his Halls of Residence the first time he has taken his car there and it was just a brief stop to collect something from his room. He does not have a permit as its a horrendous cost and never normally takes his car there. Low and behold they put a ticket on his car. The company is New Generation Parking Management. People told him to just ignore it but reading on here the advice is not to do that. Unfortunately he has gone past the window of time to appeal. I am not sure what he should do now. As a student he cant afford to pay the crazy amount they are asking. If they take it to court will he then be able to pay the fine over weekly small amounts. Or can anyone advice what might be the best course of action as he has gone past the appeal time.

Read it about four times myself still struggling with it. Am I correct in what I have read that he can still appeal using the template on that link, even if its after the 29 days given on the PCN. That's the bit I am struggling with. No debt collectors letters yet. They are a member of the BPA.0

Did he get a NTK through the post? What is the timeline from the day of the parking event up to now?
He should appeal but not until after the NTK has arrived using all the appeal points in the template. If the NTK hasn't arrived, then he isn't outside the appeal window. He could even add a further appeal point that he was loading, not parked.
It is not a fine, and even if it did go to court, that can be dealt with later and still give him a reasonable chance of winning. Parking-Prankster on his blogspot website does a good court guide for a few quid, and there is a load of other free info on how to prepare for court. Hopefully this can be dealt with without court, but do not despair, you are not at that point yet.I married my cousin. I had to...I don't have a sister.

If the initial 28 days after the issue of the ticket have already passed, New Generation's next step will be to apply to the DVLA to get hold of the registered keeper's details. They will then have to deliver a Notice to Keeper sometime in the next 28 days.
Is your son the registered keeper? If so, he can expect to receive the Notice to Keeper between 29 and 56 days after the ticket was issued. Then he will have the opportunity to appeal (as keeper).
I'm in the same position at the moment. My son managed to bag himself a ticket four weeks ago (different university, different company). We're patiently waiting for the Notice to Keeper to arrive so that we can appeal and get the charge cancelled.:)0 -
The offence was 31st March and the date of the Notice to Keeper was 2nd April they were really quick sending it out. People in Halls told my son to ignore it, which on reading on here that is not a good idea, but we are passed the time for appeals which is 29 days. Not sure if we can still appeal or not0

susanann - could you just clarify something ?
In your first post you said "Low and behold they put a ticket on his car. "
But above you seem to be saying he got a postal notice dated 3 days after the parking incident.
Which was it?
Did he get a windscreen ticket or not?
Also - is your son the registered keeper?0
