My daughter received a PCN from Car Park Management Manchester on 29/8/13 for which she has ignored all letters from this company asking for payment - as most sites advise you to do. Today she has had a letter from them saying they have sold her debt to MIL Collections Truro. She also had a letter from ML collections today saying they are taking her to small claims court within the next 7 days if the debt is not paid. Is this legal for them to do this? Any help appreciated.

Are you really sure that's what the letter says?0 -
Sounds like a load of cobblers to me. Please post up the letter, redacted of identifying details. Is this Car Park Management Services (CPMS) Ltd.? I'd be amazed if any debt collection company were dumb enough to pay money for one of their dodgy and not-very-likely-to-be-paid fake fines.
In any case no-one can sell a supposed debt to someone else without a formal Notice of Assignment being sent to the supposed debtor, and the original supposed creditor sending a "goodbye" letter to the supposed debtor. I'm betting you've received neither.Je suis Charlie.0 -
Post 4 of the Newbies Sticky will sort you out as far as powerless debt collectors go - Read it!0

Hi the letter starts like this:
Debt Purchase Letter before action
You are formally advised the above account has been legally assigned (Sold) from Car Park Management Services (The seller) to MIL Collections (The Buyer) on 8/5/150 -

Wouldn't be the first debt collector to tell a pack of lies over a debt assignment. Think CEL and DEAL.Je suis Charlie.0
